1600's through the 1890's

United States encourages the production of hemp

Hemp is the plant from which marijuana comes from. During the 17th century hemp production was encouraged by the government. So strongly encouraged that in 1619 Virginia passed legalization that required every farmer to grow hemp which was used to make role, sails, and clothing. It wasn't until the late 19th century that marijuana was popularly used for medicinal reasons. It was sold openly in public pharmacies and in 1906 it was required that any products containing cannabis be labeled.
